Career Summary
Mr. Kotegawa joined the Ministry of Finance in 1975 and was appointed Director-General of the Kanto Local Finance Bureau in 2005. As a member of the Securities Bureau in 1997, he was placed in charge of the liquidation of Sanyo Securities Company Limited and Yamaichi Securities Co., Ltd. , and in 1998, he was placed in charge of the public management of Long-Term Credit Bank of Japan , Ltd. and The Nippon Credit Bank, Ltd. at the Financial Supervisory Agency . In 2001, he established the recovery fund of the Development Bank of Japan Inc., and in 2003, he established the Industrial Revitalization Corporation of Japan . From July 2007 to August 2010, he served as Japan’s Executive Director to the IMF. Besides these, he has been involved in numerous international negotiations, including the Japan-US Comprehensive Dialogues (1993-94) and the establishment of the OECD Transfer Pricing Guidelines (1995). He has also held key positions in the secretariat of the Ministry of Finance, the Budget Bureau (in charge of economic cooperation at the Ministry of Foreign Affairs ), the Tax Bureau, the Financial Bureau, and the International Bureau . He was appointed Advisor to Frontier Management Inc. in August 2012.
